Add Rehoboth Beach skill development activities to the convention center building.

Idea/comment

By adding disabled and local residents with indoor activities for skill development to better prepare and participate for life in the Rehoboth Beach area with skilled supervision and social support. Although the Beach is a great outdoor activity Rehoboth Beach is in need of more supervized indoor activities.
