New Beach Patrol HQ & Comfort Station Coming to Baltimore Ave.

Project Overview
Reconstruction of a new Rehoboth Beach Patrol headquarters and public comfort station at Baltimore Avenue will begin in December 2023. The project was delayed from an anticipated September 2023 start in order to, as required by state law and city code, obtain a Planning Commission report and hold a public hearing related to the abandonment of the eastern terminus of Baltimore Avenue to build the new facility. The current construction schedule calls for work to continue through the summer 2024 season (with portable public restrooms to be installed) and for a May 2025 completion date.
The two-story, 5,500-square foot building will be fully accessible with public facilities on the first level and the beach patrol on the second level. Davis, Bowen & Friedel has designed the facility to provide for:
- a state-of-the-art beach patrol facility that provides lifeguards with improved sightlines along the beach
- quick response and functionality
- a gateway between the boardwalk and Baltimore Avenue
- flexibility for after-hours and non-seasonal use
- a public comfort station that is accessible and easily navigable from the boardwalk.
Delmarva Veteran Builders has been awarded the construction contract, originally for $4,897,000. EDiS Company will serve as the construction manager.
Current Project Update: March 3, 2025
The south sidewalk has been closed; the sidewalk on the north side of the facility will provide access to the boardwalk and beach for the remainder of the project. CMU walls low-voltage rough-in on the second floor are substantially complete. Most windows have been installed. Backfill of the site has begun. Drywall installation is expected to begin within the next couple of weeks, and exterior siding is expected to be completed by the end of March.
